The browser.urlbar.richSuggestions.tail pref currently treats tail suggestions as regular suggestions. We shouldn't support that behaviour: instead, this pref should hide tail suggestions entirely.

Yes, that's intended. Users can choose to enable this feature experimentally in 78.
