1639951 - Add Fenix::Stability and Focus::Stability components

Fenix and Focus work is tracked in Github, but we want to be able to link to Crash Stats to make sure that we don't duplicate crash-hunting work.

These will only to track crashes that need to be linked into Crash Stats. All other bugs and crashes will need to be handled in Github.
