This is to do the inline change of topics, and to allow for the responsive design view treatments as per the figma.

Expected: Should see a new and impoved topics component (internally called navigation) above the stories but below the stories title.
For the sake of QA, I also kept the old topics component in the old spot to ensure we do not regress. Note, this topics component duplication is in the QA layout only, it wouldn't be in the actual experiment.

This enhancement was verified as part of the work done in [PI-668] New Tab Popular Topics - Firefox Beta 78 experiment, for which we've sent a GREEN signoff via email.
