Per https://bugzilla.mozilla.org/show_bug.cgi?id=290526#c35, we can now use -j in Makefile builds, and we should in CI to keep that mechanism greased. And speedup.

There are failures in the FIPS build which we don't have time to investigate. The speed-up is small, so re-prioritizing P5.
