On macOS, control character can be inputted with Unicode Hex input IME. On Chrome, it's exposed as a keypress event even if it's a control character. On Safari, it's exposed only with beforeinput event if focused element is editable. For compatibility with Chrome and our behavior on Windows, we should dispatch keypress event.

Like on Windows, TextInputHandler should dispatch keypress event for
web apps which want to handle control character input which is intentionally
inputted.
