1640603 - run-on-projects values aren't followed in m-b, m-r and m-esr

In bug 1608421 and bug 1638050, we disabled bugzilla and mingw jobs.

However, we can still see them triggered in recent uplifts.

I don't think we need to run searchfox for every uplift.
And i bet the usage of searchfox for beta, release and esr is quite low

The central change from bug 1638050 should hit beta next week, unless we uplift it...

Ok, searchfox in more detail is due to :

We have the index being run daily on all trees: https://searchfox.org/mozilla-central/rev/501eb4718d73870892d28f31a99b46f4783efaa0/.cron.yml#123

I suggest we expand by-project to be mozilla-central: ... # daily and default: ... #weekly at most. Not sure who needs to signoff on that change.
