Request Description
30M to 40M MAU on Windows run Firefox release versions that are more than 2 versions behind despite not having disabled app updates.
We have clues in telemetry that tell us there is correlation with not running many sessions or not running Firefox for many hours but we'd like to understand if not runnning Firefox enough time to download an update is the only reason for not being up to date.

This project will help prioritize implementation of the background update agent, which we assume should address most users on Windows who run outdated versions of Firefox because of low Firefox engagement
