1641086 - Search Helper extension lags behind browser uptake on search-config updates

[Steps:]

Use py script to successively load configurations on Staging.
Use Kinto admin to set the uploaded configurations into a request-review state, making them available on staging main-preview collection.
Start a new profile pointing to the staging main-preview collection.
Dump true or false is irrelevant for the main-preview collection.
Install the search helper extension from git-search engines helper

[Actual Result:]

There are instances where the search engine collection would be updated, but the search helper extension would not display the updated search engines for the selected combo: main-preview/staging. It seems somewhere around 20-30’ lag - but it is a bit intermittent.

[Expected Result:]

I think that the Search helper extension should have a smaller update timer. (if the assumption that the problem is the timer is correct)

I've hopefully just fixed this in bug 1641031.
