1641259 - New tab switcher fails to cycle through tabs with too many open tabs

Steps to reproduce:

Running the latest Firefox Nightly (v78.0a1 2020-05-27, build ID 20200527093527) with a fresh profile and many tabs open (such that the tab overflow menu appears), I tried to switch tabs with the Ctrl+Tab tab switcher. Keeping Ctrl held down, and pressing Tab repeatedly, eventually the switcher stops advancing.

Actual results:

Attempting to switch tabs when the tab overflow menu is open results in the tab switcher getting "stuck". The tab switcher fails to advance forward, and the highlighted entry in the overflow menu skips.

This occurs if the tab overflow menu is opened manually, or by selecting the "List All N Tabs" option from the tab switcher.

Expected results:

I expected to be able to cycle through all my tabs, uninterrupted.

Thanks for the details. I was able to reproduce on windows 10 pro and mac OS 10.14, on the following versions

Release 76.0 (64-bit)
Beta 77.0b8 (64-bit)
Firefox Nightly 78.0a1 (2020-06-01) (64-bit)

I will move this over to a component so developers can take a look over it. If is not the correct component please feel free to change it to an appropriate one.
