1641642 - reduce gcp build frequency to once every 25 pushes

As I understand it, these builds are duplicates of their non-gcp counterparts until we iron out the issues are transition to them fully. In the meantime, I think it's reasonable not to be running them on every push (especially on autoland). Once every 10 pushes is what we do for a number of other types of builds, so let's do that for these, too.

If additional builds are needed for testing we should be able to backfill them through treeherder.

If this isn't reasonable, please let me know.

After some discussion on Matrix, we decided every 25 pushes should be fine.
