In bug 1191591 we changed the default behavior for how downloaded PDF files are opened, so that the file is loaded into a tab as a file: URI using pdf.js as the viewer.
This should be controlled by a preference, allowing opt-out. Bug 1639069 will provide UI for this in the form of a context menu item on download items in the download views.

[Tracking Requested - why for this release]: Making it easier to access PDF.js will be a large part of Firefox 78 release and this bug tracks some of the work that just missed landing before the uplift from Nightly -> Beta.

Sam, what's the status here? (Tracking was requested for 78 but we're in the last week of beta and there's no updates in the last 2 weeks.)

I filed this anticipating a pref would be the best mechanism to control this behavior, but that turns out not to be the case.
