Filtering by date range shows results for the wrong dates

When trying to filter to a given date, April 23rd 2020, I was presented with a build from April 22nd and a subset of builds from April 23rd.

For example:
https://treeherder.mozilla.org/#/jobs?repo=mozilla-beta&startdate=2020-04-23&enddate=2020-04-23&searchStr=os%2Cx%2Ccross

Looking at the push from April 22nd we can see the internal push date is Thu, 23 Apr 2020 04:44:27 +0000 so that more less makes sense, but as an end user I'd expect it to filter based on my local date (UTC-7).
