Go to about:preferences#privacy, click "saved credit cards", then click "add", the modal should say "Add New Credit Card"

This is a regression. This issue is that line 182's check is now incorrect: https://searchfox.org/mozilla-central/rev/d9d492eda787a6eda66016e6f8398ee759f7bc25/browser/extensions/formautofill/content/editDialog.js#182-183

Verified - Fixed in latest Nightly 79.0a1 (build id: 20200614215300) using Windows 10 and Ubuntu 18.04.
