"Manage Permissions" when deleting cookies/site data when Firefox is closed is confusing, should be "Manage Exceptions" to match ETP preferences

there seems to be no place to just generally accept cookies for the session and add exceptions. I looked for something like that in the Settings, but while I could set Cookies to auto-delete, and I could "allow" cookies from certain pages, I can't set exceptions. To be honest, it could just be that the settings are not clear and it is in fact possible. Edge's settings are less confusing for me and I could easily do what I want.
The "Manage Permissions" button next to "Delete cookies and site data when Nightly is closed" is confusing, should be "Manage Exceptions".
The also matches ETP preferences above this in preferences.
Additionally, clicking on the button already shows "Exceptions - Cookies and Site Data", so Firefox is already aware that these are exceptions.
I think it is worth making this change for consistency and ease of discovery reasons.

The patch landed in nightly and beta is affected.
:yoasif, is this bug important enough to require an uplift?
