This CL just lets a \<link> element recognize rel=webbundle and
"resources=" attribute, and create LinkWebBundle accordingly.

Actual implementation of LinkWebBundle will come later.

The CL also adds virtual/subresource-web-bundles tests, which tests
wpt/external/wpt/web-bundle/subresource-loading with the feature flag.
