We would like to add a UI in about:preferences to allow users to turn on HTTPS Only Mode for all windows or just for private browsing windows. This could be in the form of a 3-state drop down menu:
Enable HTTPS-Only Mode: [off (default) | pb-only | all-windows]
or, alternatively, as two checkboxes:
HTTPS-Only Mode:
[] Enable in all windows
[] Enable in Private Windows

For now, we will use the MDN link, and replace this with SUMO when feature is enabled on Release.

Confirming the enhancement is implemented on Firefox 107.0(build ID: 20221107173030) and Nightly 108.0a1(build ID: 20221109164728) on macOS 12, Windows 10, Ubuntu 22.
