This seems to have started perma failing with the following merge:

The backout only reverted the changes from the wptsync on Friday. But the commits on Thursday from bug 1679928 touched it. https://hg.mozilla.org/integration/autoland/rev/459dbe46f8986f05594b69d24d65cd07fc611814#l101.1 from bug 1680663 (today's wpt sync) fixes this.
