[Steps to reproduce]

1- Launch the Firefox Browser and open https://docs.google.com/spreadsheets both in chrome and in ff
2- Create a table and give format to its borders
3- Select table first form chrome and copy
4- Paste it in ff
5- Repeat copying from ff to chrome

[Expected result]
FF should keep the table's format when pasting in between browsers.

[Actual result]
Lines disappear, or sometimes extra borders which were not defined, will appear.

Reproducible on Ubuntu 18.04, some borders disappear. When copying from FF to Chrome and vice versa. Copying within one browser works.

Borders dissapear also on Windows 7 - when copying from Chrome to the latest Nightly 82.0a1 and vice-versa.
