The a-s telemetry is now controlled by both activity-stream.telemetry
and activity-stream.telemetry.structuredingestion
, now that the Structured Ingestion is the only pipeline in use, it's time to retire activity-stream.telemetry.structuredingestion
to favor activity-stream.telemetry

I have verified that "browser.newtabpage.activity-stream.telemetry.structuredIngestion" pref is no longer displayed in "about:config" using Firefox Nightly 79.0a1 (Build ID: 20200622214758) on Windows 10 x64, macOS 10.15, and Ubuntu Linux 18.04.
