1645188 - Disable "LuxTrust Global Root 2" for EV in PSM

NSS has a request to remove the below root certificate. As it's also enabled for EV in PSM, the EV entry needs to be removed before NSS can uplift the actual cert removal.

Please remove the following root certificate from NSS. The CA requested this change via Bug #1640819, and I exchanged email with the CA's Primary Point of Contact to confirm the change.
