Steps to reproduce:

Step 1: Navigate to URL with an expired TLS certificate
Step 2: Security risk warning screen is show

Actual results:

Date format is in MM/DD/YYYY

Expected results:

Date format should be in DD/MM/YYYY

A really low priority defect, but it did cause some confusion for a minute.

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
