While running ./mach vendor rust, I get the following message:

Package qlog has a non-approved license: BSD-2-Clause.

    Please request license review on the package's license.  If the package's license
    is approved, please add it to the whitelist of suitable licenses.

and looks like qlog is added by bug 1633006.

Hmm, I thought I did this but can reproduce, so evidently not.

Looks like this change got lost when the vendor stuff was refactored?
