First part of the work was done in bug 1645490 (thanks!). This is to activate comm-esr78 once everything else is ready.

See https://github.com/mozilla-releng/scriptworker/pull/364 for what was done for comm-esr68.

I've got the changes on my fork of Treeherder at https://github.com/jfx2006/treeherder/tree/tb78_activate.
I'll make a pull request once the rest is ready.
