The ETP shims to be added in bug 1637329 will not remember which TLDs for which the user has opted-in (so once Firefox is restarted or the webcompat addon updates, users will have to opt in again). I'm not certain what is currently the best way to persist this information across sessions in addons, so I've deferred this to a follow-up bug.

Just a quick note: web-extension content scripts should eventually support a new persistAcrossSessions feature, which will hopefully make this trivial for us to implement. I'll post an update when I learn more.
