author query string should persist when user changes repositories

Steps to reproduce:

  1. Select an author in Treeherder's jobs view, for example: https://treeherder.mozilla.org/#/jobs?repo=autoland&author=egao%40mozilla.com

  2. Select a different repository from the repos dropdown menu

You can see that the author query string has been removed. We want to persist that query string instead of removing it.
