We want to monitor the sync.storage migration telemetry - the simplest way is probably to create a dashboard. Thom reported many things about telemetry and offered to create the dashboard to monitor them and to define what "success" looks like, so I'm assigning to him. We want this in place well before the next merge, so marking as P1
