Seen in https://github.com/mozilla-mobile/fenix/issues/11653 and can be easily reproduced by opening new tabs in a loop with
while true; do adb shell am start -n org.mozilla.fenix.nightly/org.mozilla.fenix.IntentReceiverActivity https://amazon.com; sleep 1; done

This is something that happens IRL too, as seen in https://github.com/mozilla-mobile/fenix/issues/11419.
