Steps to reproduce:

Short story. I have tried to convert my SO from Chrome to Firefox. She has tried for a few months, but eventually she got fed up because there is barely any notification when a download has completed, and she has lost so much work time because of this.
I think the first download of the day has a larger notification, but all other download notifications are almost invisible.
Actual results:
There is a very subtle animation displayed when a download completes, and it is very easy to miss. I also find that I miss completed downloads 95% of the time if not more. See the link:

We both have 27" monitors, use 1440p but the issue is the same on our ThinkPads.

If this or something similar would appear for every finished download, then the problem would be solved.
I honestly think that Chrome's download bar is a big reason why many people prefer Chrome to Firefox.
I would also like to add that I greatly miss the ability to automatically run/open a file when it is downloaded, like many others browsers do. This also somewhat alleviates the before mentioned issue: Just a quick example:

Not showing the Open option on executable files is a security feature, it's too easy otherwise to open malware without paying enough attention.
There can be space for improvement, but it doesn't look like Vivaldi's solution adds any kind of safety. Someone should suggest an alternative solution that ensures the user is well aware of the risks. That request is a dupe of bug 1626735.
Regarding the animation, the first one is more visible to help figuring out where downloads end, the next ones are more subtle because users tend to be annoyed by animations happening on explicit actions like a download. And the download button is always accessible and visible on the toolbar.
Though, for users willing more visible notifications I agree it may be nice to have a system notification when downloads complete and they took more than a few seconds. Bug 1298077 seems to be covering that, so duping there.

For what it's worth, I believe that the "highlighted" state of the downloads indicator in the toolbar is not distinct enough from the default state. This may be a discoverability issue even for downloads that complete instantly, and is covered by bug 1538305.
Ideally, replacing the downloads panel with a downloads bar would make the next steps in the workflow more obvious to more users, especially converting from other browsers, but this would be a complex project and there may be more efficient wins by tweaking the indicator in the toolbar and the related animation.
