LoadInfo::mDocumentHasLoaded doesn't seem to be used, and it needs work to be usable in Fission so just remove it.
Summary: Move IsDocumentLoaded() to WindowContext and fix uses in LoadInfo → Remove LoadInfo::mDocumentHasLoaded
