Currently, there is still a 'hedge-your-bet' if/else statement that sets the task['docker-image'] value to desktop1604-test.

Remove this to set the default docker-image to ubuntu1804-test.

This change affects some android-em tests that continued to run on the deprecated desktop1604-test image.
