[Preconditions]
Have devtools.responsive.browserUI.enabled = true

Steps :

1- Launch the Firefox browser and reach about:preferences#general
2- Hit Ctrl+Shift+M in order to start Responsive Design Mode.
3- Try changing default zoom both with touch simulation on and off

Expected Results :
The user should be able to change zoom, and zoom level should be properly listed

Actual Results :
Zoom level options are missing, dropdown is blank, and the user is unable to change zoom with touch simulation on.

note: zoom dropdown is blank only after activating touch simulation. When entering for the first time to about:preference, and opening RDM, with touch simulation off the zoom dropdown is correctly displayed. But once touch simulation is activated, it will remain blank, even if deactivating it again.

Hi, i'm also able to reproduce this issue in beta 79.0b5 (64-bit)
