HTTP/3 support is in-development, and one big area of performance is upload throughput.
HTTP/3 support is only attempted if network.http.http3.enabled pref is set.
If you are not running Nightly, do not enable this pref yet. Http3 support in Stable is old and does not work.

We have also bug 1627522 for H3 upload, but the description of bug 1596576 looks like a defect.

Initial report in bug 1627522 didn't mention H3, but it was mentioned later, yes. For right now if someone reports a non-http3-specific performance issue, enabling http3 is not the thing to do.
If someone is interested in tracking progress on http3-specific upload performance issues, this is the bug to follow.
