The interim solution to bug 1630448 (Talos intermittents) is to stop Base Profiler from running, as it seems to cause blocages in child processes, which in turns prevents a full profile from being generated.

Bug 1648324 will add a timeout in IPCs, to allow the profiler to generate an incomplete profile if some sub-processes don't provide their data in good time, after which the Base Profiler can be re-enabled without causing Talos intermittents again.

This bug here is a follow-up, to try and investigate why the Base Profiler is causing these issues (or at least increasing their frequency).
