1648376 - Columns context menu should offer “Waiting” column

This is a follow up for Bug 1648373.

The Network panel allows the user to customize list of columns and show some basic HTTP request timings

• Start time
• End time
• Response time
• Duration
• Latency

We should introduce a new one:

• Waiting

The waitingTime is used to identify slow requests (and show an icon for them), so it's useful if the user can also see the actual value (in a column) and sort by it.
