164894 - disabling QuickLaunch leaves exe process running in one case

Steps to reproduce:
1. Run application with QuickLaunch enabled (either from installer or
prefs/advanced/enable)
2. Verify icon in tray/proper reg key set
3. Close the application
4. When icon reappears in tray and  before the 'exit app' item is enabled,
select 'disable QuickLaunch item.
5. Relaunch app

actual results:  relaunch will not take place, task manager shows app still running

the problem lies when disabling QuickLaunch before the app closes.  If you wait
for the 'exit app' item to be enabled- and choose disable, process closes and
relaunch is possible

Quicklaunch/Turbo Mode is no longer supported in Seamonkey 2 and Seamonkey1.X is in the maintenance mode (fixing only security bugs)
