Steps to reproduce:
Visited https://abc7news.com/apex-systems-william-beasley-parking-garage-confrontation-sf-fight/6268595/ with "block sites from automatically playing sound". This is Firefox 68.9.0esr (64-bit).
Actual results:
Page loads and looks ok, but then 5-10 seconds later it starts playing video with sound
Expected results:
Sound was supposed to be blocked. Also the first time I noticed this, I checked the privacy preference page to make sure the block audio option was checked, but those options were completely gone. Closing and reopening the browser brought it back.

Hi, I'm not able to reproduce this on all versions of Firefox.
Did you activate the page by mouse clicking or keyborad pressing before the media starts playing? Because our autoplay policy would only block media before the page gets activated by user gestures. You can check more details in [1].
If you want the media can only be allowed to autoplay when you click on it, try to modify the pref media.autoplay.blocking_policy
to 1
or 2
to see if it works for you (the explanation for those modes are also in [1])
I'm going to close this bug because I guess the autoplay was allowed because a user has activated the page, so that is not a bug.
