I have verified that the scrollbars are, as expected, not displayed when using multistage about:welcome in RTL mode by following the steps provided in comment 0 and using Firefox Nightly 80.0a1 (Build ID: 20200714083249) on Windows 10 x64, macOS 10.15, and Ubuntu Linux 18.04.
