Open in new tab doesn't work from context menu

Steps to reproduce:
Updated to v78.0
Actual results:
Beside the fact that the context menu is huge now (on some pages), right clicking on a link and select "Open in new tab" doesn't open the link as desired in a new tabe. It just do nothing...
Expected results:
The link should be opened in a new tab

The problem here has the same cause as your bug 1649393 - basically if the search service fails to start properly, then currently there's an awful lot broken. We're going to fix the original cause there, but we've also got bug 1648188 to try and make more things work if we do fail to initialise.
