1649441 - Migrate ICU update documentation to firefox-source-docs

Jeff added docs in bug 1642505, and having tried to follow that process, I didn't find a good spot to read that doc.

Given that I have pandoc [1] lying around, I gave it a shot to convert that to sphinx docs.

For now, I'm not making any changes, other than code-links. That's ```foo <link>`__, which doesn't seem to work. I just converted those to plain links.

I also added a part header.

The diff is massive, though, as most lines have changed links etc.

This is just a copy via pandoc, and some minor fixups. No actual
content changes.
