A few wording edits as discussed in chat. (Thanks Janet for the help!) Add a comma after "time," Capitalize "Request," and adjust the last part like this:

Slow Request: The server response time, 23 ms, exceeds the recommended <20 ms.

Would it be possible to establish a process where this type of review happens before landing?

This creates unnecessary churn for both localizers and developers: string changes requires new IDs to be retranslated, which requires code changes.
