Both probes expired in Firefox 77. We want to keep measuring, so this bug is to re-enable.
evalUsage and javascriptLoad were last updated in bug 1582512. Same data collection. Just re-enabling the very same.

Bug 1649732 - re-enable accidentally expired telemetry probes "evalUsage" and "javaScriptLoad"
Teon, can you help us with a data-review?
This is just re-enabling the events from bug 1582512. No change in collection.
