1649802 - Expose cookie sameSite=lax-by-default experimental feature

We want to experiment with cookie sameSite=lax-by-default. This feature has enabled on Nightly for more than 5 months ago (bug 1604212).

We are planning to roll out this feature to Beta (79) incrementally, but it's nice to have a way to control this experimental feature from about:preferences in order to allow developers to test how firefox behaves with this new feature.

I had to add 2 features because there are 2 separate aspects and they cannot be controlled by 1 single pref.
