On android, we turn off apz.allow_zooming for reftests, for historical reasons that should no longer be relevant. We should turn it back on so that the tests better simulate production use. Right now there are some failures, which seem to have a high degree of overlap with the reftest failures that are seen with desktop apz.allow_zooming=true. As I green those up, I expect this bug to become easier to fix.
