In https://phabricator.services.mozilla.com/D8204 we introduced Telemetry for the Application panel. In order to test it with mochitests, some helper functions were created, and were similar to ones used by the Application panel. Other panels (netmonitor, webconsole) also have similar helper methods.

We should unify this so there's less code duplication.
