EN_US_OR_L10N_FILE is no longer used after bug 1300198
The use was removed in:
https://hg.mozilla.org/comm-central/rev/cc85a33a585d
2.53 is not affected because the macro was originally part of mozilla-central and only removed later in bug 1439742.

Same macro as in suite and dead too as far as I see it. Not tested.
