using moz1.1 on winme, though i've seen this since 1.1a at the very least.  the
behavior occurs inconsistently but often; however, these steps will show the
error well over 50% of the time.

1.) dump that isdn/cable/ethernet/t3 for an old-fashioned, slow 56k.  if your
reflexes are fast enough, you may be able to catch this anyway.
2.) empty memory and disk caches.
3.) load the url (http://www.sigalert.com).
4.) hover impatiently over one of the county links appearing on the right side
of the page (i usually use los angeles, but any one works).
5.) as soon as the telephone image in the right hand corner loads, quickly click
on your link.

expected - the appropriate web page for that link loads
actual - a small image from the original page displays instead

i am not sure if the displayed image is displaying from cache or directly from
the page loading process; the image should not have displayed on the original page.

there appears to be some kind of link specificity, as a number of the other
links on the page do not have this problem.

this bug has occurred often enough that it should very likely be a dupe, but i
can't find any record of anything similar, beyond a significant number of
worksforme crashers.
I get this all the time.  It isn't just when I follow your steps either.  There
are times when I'll click off a link to a tab and go back to read the original
page.  WHen I look at the tab I find some image waiting ofr me.  If I click on
the url and hit enter I will get some 'cannot dislpay because of an error'  If I
shift-reload the page comes up fine.

There are some reports of hickups at low speed, however it sounds like a stale
cache could also cause some problems. If you have an easy to reproduce set of
behaviors (takes less than 5 minutes), creating a new profile just to get a
clean run would be great. If it doesn't happen in the new profile, I'll send you
to cache for expert troubleshooting :)

pipelining turned off?
