Steps to reproduce:
I moved my mouse cursor randomly around a web page.
I am running Firefox 78.0.1 (64-bit) on Windows 8.1 (64-bit).
This problem is intermittent and does not occur on every page or every rendering. I saw no obvious pattern about what websites cause this misbehavior.
This cursor problem can be fixed temporarily by moving the cursor outside of the web page rectangle (e.g. onto the Firefox tab bar or outside the Firefox window entirely) and back into the web page.
Actual results:
The mouse cursor stays the same, even when hovering over blank areas, text areas, and clickable links.
Expected results:
The mouse cursor should change based on the type of content it is hovering over.
This behavior was correct in Firefox 77 and every older version I remember using.
This happens to me as well pretty frequently running Firefox 78.0.1 (64-bit) running on Windows 10 version 1903. I think the problem first appeared after upgrading to Firefox 78 but I'm not sure.
It's difficult to recreate as it only happens sporadically but switching between tabs seem to make it happen more frequently. Usually the cursor gets stuck with the normal arrow even if you hover links but I've also seen it get stuck with the text selection cursor. Switching tabs or tabbing out and back into Firefox again always fixes the problem temporarily.

Hi,
I've tested this on windows 10 pro, 80.0a1 (2020-07-13) (64-bit), Release 78.0 (64-bit and Beta 79.0b5 (64-bit) and was not able to reproduce.
Can you reproduce in latest version of nightly? You can download it from here: https://nightly.mozilla.org/
Please test if the issue occurs to you in safe mode (add-ons disabled). Here is a link that can help you do that:
