For consistency, as well as for fixing a performance bug, we need to build a content blocking setting when creating the GeckoRuntime. This requires setting the strictSocialTrackingProtection as well.
This includes adding the getter for runtime.settings.contentBlocking.strictSocialTrackingProtection as well.
