This is forked from bug 1633342 comment 16 (with many reports there).
This happens from Fx79, causing around 1/2 of nsHttpConnectionMgr::Shutdown crashes, which is #2 top-crash in beta.

In these crash reports, we still see neqo_glue::neqo_http3conn_fetch or mozilla::net::Http3Stream::OnReadSegment. Not sure if it just takes too long, or something should have been clean.
