The Application panels shows a few buttons that allows the user to debug Service Workers.
These buttons (Start/Debug) are currently disabled when the Service Workers support is disabled (pref: devtools.debugger.features.windowless-service-workers).
They should be hidden instead.

Stretch goal: the Start button is enabled in about:debugging - when SW is disabled - can we keep it enabled in the Application panel too?

This should land in Fx80
